I have to say that there are many inconsistencies in his character in the comic. My argument below is largely based on the last part of the comic and uses backward induction. If you look at his initial image, he probably looks more like an 8 than a 5. I feel like he's an so 5 type because of his genuine interest in science, look at how he reacts when he has a relaxed science chat or activities with Senku. Besides, His ultimate aim was to freely use science in an appropriate way; putting himself in power was only a means to an end, and he remained essentially a passionate scientist. We can see that at the end of the story, Xeno accepts his non-dictator status and is happy that someone is on his side (not just him and Stanley). If he were a Type 8, he would have been very frustrated in such a position. When Xeno sees that his lifelong interest - his science - is making progress and helping humanity to develop, he is satisfied with a new world without constraints, even if it is not under his control.
