Absoultely not a Te dom. You all voted ESTJ just because shes rude but literally even fe doms can be rude. An Te dom i can imagine is sovieshit. She seems like an ESFx. Probably high Fe and Se based off what i know. Fe user high because seems to be mainly concerned and aware of external/objective values tbh. Also, she is an unhealthy fe user which makes her immature and extremely bad as a person. Te doms usually care about valid ideas/facts of usually logic which are objective/external. Just see how Sovieshit a dumb Te dom's main mindset is, and you can understand what immature Te is.
