I don't really think she's evil tbh? She's a very toxic and petty person, and I'd hardly call her good, but I don't think it's to the point I'd call her evil. Most of her actions originated from petty insecurity (which Juri, while not close to as bad as Shiroi can be, also had issues with being bad at communication too, which I imagine just exacerbated Shiori's misunderstandings and insecurities too.) and she never had any large-scale plans or anything like that outside of emotionally hurting Juri. She seems more "true neutral" to me. Granted, maybe that's just because I feel a major point of Utena is that people often can't neatly fit into labels like "good" or "evil" so easily, and pretty much all of the cast are rather complex and have/had good and bad traits. Not only that, but most of them are teenagers, which I think showcasing how emotional, immature, naive, and confusing growing up is is related to the themes. The only character I'd consider so toxic to the point of being evil is Akio, largely because his motives and actions are more thoroughly explored enough. And even then, I still think Akio is more complex than just "he's a bad man."

Juri's tormented past come to life, Shori's motivations are conflicted: she claims to be friends with Juri but then seems to want to steal what belongs to her. Her need for positive reinforcement drives her prematurely into the arms of another, and the mistakes she makes in matters of love and lust drive Juri's plot arc.
