ISTJ is technically possible, but INTJ is highly more likely. He doesn't have the Si dom's cautious look towards their visions, the impressionistic aspect that seems to usually come from Si. Rather, he gets very upset with Javi, who was driving away from the storm in order to save the lives of a lot of people. His focus is very non-diverging. His actions certainly could have Si-Ne in their factual skeleton there, behind his mind, yet if we take the face value assumption that he's an ambitious storm chaser that believed they could do everything by themselves, it is much more likely that he is an Ni dom than an Si dom. Ni is usually known for their overconfidence in their focus, even to the point that they will ignore direct raw data stuff in favor of it, like the fact that it's heading towards a town with people (Inferior Se).
