I feel like he's an ESTP; the segment as an adult is short, but it shows really well-developed Fe that wasn't there before. ESFJ bullying is a more about subterfuge and rumors; if he were unhealthy Fe dom as a kid, he'd probably find a way to make every kid in the town hate Judy. A good example of this is Mertle in Lilo and Stitch, who forces/manipulates the other girls into ostracizing Lilo. Instead, he works (mostly) alone and relies on brute force; that seems more like unhealthy Se.
