I can only comment two comments so I'm editing this one since it seems more popular, Warning this is kinda a just bullshish argument we don't have many factors so if you have anything to add please tell me!! I don't wanna say Fe because she betrayed them but I do believe in Fe Her methods of tricking others were of the standard ones give them what they want and then try to lead them into a certain agenda to join them She gave Cait warmth when she knew she needed, She provided Cait her physical outlet being sex or just affection in general although most of the time when people fall into these holes they don't realize how they are coping but it's pretty obvious Cait knew she was just using Maddie. She also provided her with things she wanted to hear, which she also did with Vi, she told her about how Cait said really good things about her which brought her more willing to join the enforcers.
