I don't blame him for his decisions. It was extremely stressful and making tough decisions in his situation made him driven by fear. I would've done the same if I were in his shoes because I'd believe that even if it would weigh on my conscience, it'd be necessary to hurry tf up and get everyone out asap and away from the apocalypse even if it meant leaving many behind because it's either that group survives or humanity becomes extinct because people spent too much time dilly dallying over feeling guilty about not saving absolutely everyone. He actually acted as rationally as one could in each scenario and I respect him for being the realist of the group.
