I think what people call Fe in her is her Fi. From what I remember that I watched, she used definitely Fi over Fe. All of her caring for her people, etc was from Fi and personal feelings, values. Compare her to Reiner from SnK (season 4 p1 spoilers) Reiner, Fe user, after coming to paradise island, adapted and understood the feelings of the people there despite being trained to just do mission there. He 'saw;, 'recognized' feelings of group (Fe), unlike Fi, which is focused on it's own values and feelings. Arturia, when 'summoned' by Kiritsugu, even argued and easily got 'triggered' with him only when it had hurt her own feelings and values. If she used Fe, she would much more at least try to understand him and his emotions, but she uses much more Fi and is more focused on her own emotions and values. Also, during her life, didn't she literally loose the big fight because she didn't understand her people and she was so self-centred and focused on efficiency? If she was Fe aux user, she wouldn't have this problem in the first place

Altria is perhaps the most iconic character of the Fate franchise, and, at least in this universe, the true identity of the legendary warrior-king Arthur, under whose reign Britain enjoyed a brief respite from the chaos tearing the rest of Europe apart. She originally wielded the Caliburn, the sword she extracted from a stone as proof of royalty, but after its theft she received her main weapon, the Excalibur, and later Avalon, from the Lady of the Lake. She appears as one of your Servants in the tutorial of Fate/Grand Order. She also, naturally, plays a role during the Fate/Zero crossover event, and does briefly appear in this usual form during the first Summer event, "Chaldea Summer Memory / Heat Odyssey," before circumstances dictate she change into something more comfortable.
