I would argue she's more of a 1, she constantly justifies her actions as morally correct which an 8 just wouldn't do to her extent. "Ones have a 'sense of mission' that leads them to want to improve the world in various ways, using whatever degree of influence they have" I feel like this is a stereotype of 8s being the stereotypical villain tbh.
