Hinako never spares a thought towards the ethics of her actions and doesn't care about having a consistent set of morals or being accepted by others. Nine fits way better since she's a more of a "low lying"/"stay in the shadows" sort of person who doesn't actively look for trouble. She also reminds me a lot of Wednesday Addams and Mandy from the grim adventures (...And myself, but shhhhhh.)
