I totally get why people are seeing Ni as he is definitely and assuredly an introverted intuitive but I struggle to see Te in him. All of his goals and visions come out of a place of harmony. To make the world a better place for everyone. Te would be decisive and almost limiting but Niles is the opposite of that, he wants to make the world unlimited and loving. Lots of Fe in him. Honestly think with his Fe he could be an ENFJ but he is too introverted for that. Also doesn't help that he is a 5 which makes him look more like an INTJ but he is definitely an Fe user.
