I think there is a difference between Toby and Astro. Although they seem to be the same person, they do not share the same motivations. Toby is presented as a brilliant and mischievous, but somewhat proud child prodigy. As for Astro, he seems more humble and helpful (probably thanks to the influence of the blue core that powers his circuitry). He also shows more respect for robots than Toby who only saw them as toys or servants. As proof, when Tenma calls out to his co-worker to express his resentment of Astro, he claims he's "as brillant as Toby was, but different too."
