She definitely showed to appreciate all variants of her objective than directly trying an specific plan to assume it [Ne>Ni]. It's might seem she was more focused on efficiency but that was essentially at fights to be honest, she had variety of attacks to keep her target either departed from her or blocked, that's efficient use of Ne still. She essentially focused on doing her own solutions rather than just get rid of the problem however. For example all times she gave Inuyasha and the main group clues and indirect messages of Naraku so she'd have it easier to escape from him later (spoiler: she didn't), that's also Ti-Fe. Also her desire of being free as her power being the literal metaphor of wind's liberty also claims her own thinking nature. Si might be her Blindspot ngl. She was a very enjoyable character and her design was peak, so sad yet poetic that the only time she was free was when she was dying. (also her vanishing in the wind was just magnificent)

Kagura is Naraku's second incarnation. She has power over wind, and unlike Kanna is more rebellious, with a will of her own. She serves Naraku only because he can kill her at any time, and hopes to be free of him someday.
