It's hard to quite get a grip on his type because of his incredibly muted emotional responses and general unresponsive/uncaring attitude towards everything in his life, but what I can see is undeveloped, clumsy Fe. He ditches Chidori while she's confessing to look for Sonozaki, hears Chidori's thoughts about wanting him to hold her like how he held Sonozaki a few scenes before and embraces her; Chidori knows that it doesn't hold the same meaning, but Katsuhira doesn't understand this, thinking that she only meant it literally, but does so nonetheless. Between INTP and INFP, due to the lack of Fi values guiding him and instead Fe reflecting others, I am inclined to say he is an INTP. Also, why core 4? He doesn't have any particular wishes to be special or have personal significance; strikes me as more of a depersonalized unhealthy type 9.
