I know Fe users are not the only ones who can manipulate, but the main thing about her character was that she aligned her values to one group. She was extremely charismatic and inspired by the ideals of the cult. She had a tunnel vision, which leaded to a specific goal, by converging the possibilities of manipulating Annie into one single direction (Ni), based on the collective consensus (Fe). She can appear to be passionately envolved in what she's saying, but, in fact, she's doing it for a major cause. She has absolutely no Fi, her values are objective and external. I can see her either as a 2w1 or a 1w2.
