I don't think Sato is a 7 as they usually look to reach something superior than the material realm, to achieve and idea or show how a philosophy works and can be implemented and even the materialistic sp7 prefers to hide and manipulate a situation from the shadows, being an instigator of chaos more than the direct creator of it. Sato simply loves the thrill of provoking a good fight, of going against his oppressors to defeat them and show them how powerful he is, sure he can look as a 7 due his nonchalant, talktative and social character but ultimately he's not a revolutionary or a tactician (as Nagai himself put it) but a simple thrill-seeker, a man that sees war and violence as a game he must win and that's all there's to it. I think he resonates way better with the 8E and his ease to convice other Ajins that his cause is also theirs makes me thinks he's of the social kind. And in a more shallow note: what a GOAT, a complete POS but a GOAT all the same, the absolute carrier of the story, its pretty dissapointing how they cut so much of his past in the anime, but basically Sato was born a sociopath with an abnormal need of terrorizing people for the fun of it
