As much as I love Vice City Stories (probably even prefer it over OG Vice City, at least from a purely gameplay perspective if not not overall), I feel that they flanderized his character in it, made him a parody of himself, perhaps Lance necessarily wasn't incompetent, in the first half of Vice City, till the point we take over Diaz's mansion, he really did do a considerable (if not equal even) job of taking Diaz down along with Tommy. It's only after that point does he become more of a load, with Tommy doing pretty much everything to expand his empire. I feel that he started to become incompetent from that point onwards likely due to a mix of his usual insecurity, and impulsiveness, as well as being weighed down by his brother's death and all that drug influence. Otherwise, he necessarily isn't. In VCS, however, pretty much anything he did was guaranteed to be stupidity and sheer incompetence (exceptions aside, like discovering that Forbes is an undercover cop, framing Martinez for the heist, even though it was his fault and screw-up to begin with, his quick-thinking and cunningness still deserves mention). Even the way his VA voiced him in VCS seems like a "downgrade (probably a deliberate creative choice?)". It's nasally and whiny, whereas in VC, it was calm and smooth. All said, I like him as a character, even the VCS version. Can empathize and resonate with not being taking seriously, being patronized, needing to prove oneself, and all that insecurity.
