This quote relies heavily on Ti and Ne It relies primarily on Ti, because it is based on the subjective logical judgement and opinion of the person for it's basis, to fill the voids with a logical framework. It also relies on Ne quite heavily because it takes into account the many different possibilities based on the changing factors, because the result really does "depend" on the changing factors and possibilities. It is also a hypothetical question, which means it takes possibilities into account by default, so this is an obvious Ne question. Now you could make the arguement that this could be a quote used quite frequently by both INTPs (Ti-Ne) and ENTPs (Ne-Ti), which is a correct assessment. However, I do think INTP is more likely because it relies slightly more on Ti to fill in the gaps, using one's subjective logic to make a judgement in a purely hypothetical situation, that is set up by Ne. But also, I think there is more Si than Fe in this question, because the end result will probably take past encounters and experiences to fill the voids into account along with the Ti to form a logical framework.
