The skull reminded me with Bartimaeus, the Djinn from another Stroud Series. The way he gives so many ideas to coax Lucy for releasing him is prove that it uses Ne. The skull provokes Lucy so many times to see how that girl reacts from the jokes show Fe inf (probably in unhealthy way). I forget the rest of detail of this mascot, but I start to think, he could be Satoru Gojo LOL.

George nicked him from the Fittes Agency as self-determined severance pay, and it becomes an unofficial company mascot. George has wondered for a long time whether the Skull is one of the near-mythical Type Three ghosts, and is proven possibly right when Lucy (but only Lucy) discovers she can HEAR him.
