Spoilers and fan theory rabbit-holing ahead: I think she is Hugh's sister, and a daughter of Saera Targaryen. She has tellingly taken a keen interest in the dragons' feelings, and in the bastard Dragonseeds. I think she was born in Lys to Saera and a seedy brothel owner Saera had taken up with when her career was first getting started. I think Saera then abandoned her and the father and trotted off to Volantis with a new, wealthier lover to build her pleasure house empire there. I think when Hugh learned of his half-sister, he found Saera and rescued her from her father. I think it is Mysaria who has the Dragon Dream of a hammer defeating a dragon, which she (wrongly) interpreted as her brother conquering their cousins and taking the throne. I think this dream has driven her actions throughout this entire series. I think her ultimate goal is to put her brother/uncle Hugh on the Iron Throne. I think she has been subtly manipulating people and events toward this outcome. But I think her love of Rhaenyra is genuine and is going to make her second-guess herself. Ultimately Hugh will go on in his quest for the throne without Mysaria to his peril.
