He obviously uses Ti(Dom) function for me. Why, cause he enjoys solving problems like he tries to solve Mary's problems like they are an math problem! I can see why people thought he uses Te. But I don't think so. Ti Ne Si Fe suits him more. He uses his imagination (Ti + "Ne") when creating new recipes. He gets into Ti Si loop when he remembers old memories and can't get over them. Which causes his panic attacks and more. Also Fe for the inferior, cause he is not really good when he tries to show his emotions, going to social groups or basically anything social. He doesn't and can't understand people. That shows us that why he uses Fe as Inferior. He should be INTP, not ISTJ. Maybe Si + Te could be okay but, he doesn't uses Fi and inferior Ne at all.
