He's a more interesting character than he initially seems. In part 1 he's an angry kid, he hates Jonathan and his father because he can't stand being treated as a charity case, which drives him to display his superiority over them, going from extremely petty actions like cheating in a boxing match to more extreme acts like burning Jonathans dog alive. After part 1, he becomes far more introspective. Before he had only considered intelligence useful for his own immediate gain, he wants to be a lawyer and mocks Jonathan for pursuing a less lucrative interest. He probably would've blown off someone like Pucci and had no interest in any kind of self reflection. Everything he does after returning however is in pursuit of his desire for 'heaven' - which for him is essentially to have the ultimate security and agency, to never doubt himself again and be the master of his destiny. Being buried alive for 100 years will probably do this to you. He's good at manipulating others and presenting himself as cool and collected, but in reality he has poor control of his emotions and is extremely prone to fits of mania, usually in violent outbursts and his constant screaming and taunts and reckless behaviour. How he behaves after drinking Josephs blood reveals this at it's most extreme, he's in complete hysteria at his victory over Jotaro and compulsively tears his own flesh due to how strong his emotions are - "This is the greatest high!" Also note when Dire hits him with a rose at the end of Phantom Blood Dio is sent into a rage when before he had been doing his usual boasting. It's not even from any pain from the injury, just at being struck by someone he considered inferior. (https://www.youtube.com/watch?v=AgucSMAp-Ig) Interestingly He tends to delegate to others and hatch schemes but is generally pretty placid and barely seems to care when his minions fail him, especially in part 3, Hol Horse trying to kill him would've been more than enough for Phantom Blood Dio to go into a rage, but DIO just finds the whole thing amusing. He does poorly when his plans don't work or his enemy acts in ways he doesn't expect, Jonathan and Jotaro beat him with their insane ability to improvise, which explains why he's so cautious at the end of part 3. I'm probably biased due to my love for him but I think Speedwagon was wrong to call him evil from birth. He grew up a peasant in victorian London with a abusive father whom he saw kill his mother. It's not hard to see why someone like this would decide to reject his humanity.
