Scorpio's whole arc relies on him outwitting the San Francisco police and Callaghan with his Ni-Te schemes, making them play his mind games and luring them into scenarios on his terms. The phone booth sequence and later framing Callaghan for attacking him don't seem like an Se-dom's behaviour, they were well-executed plans followed to the letter.
