Revenant is very Neutral Evil, and I'll explain why. Despite his claim on battling for "fun", he doesn't actually play with his opponents (like a Chaotic Evil villain would), just outright murders them. A Neutral Evil villain is above-anything-else selfish, Revenant is definitely this within his dialogue. The main difference is a Chaotic Villain enjoys doing bad, because they simply can (such as blowing up a hospital). While a Neutral Evil Villain does bad, only if it advances their own interests (such as Assassination).
