I don't think Zora is an Fi user. In episode 7 she rambles about how she doesn't like epithets and thinks they cheapen combat, and later uses her epithet in a duel where no epithets are allowed. She shows no hesitation before using her epithet after Ramsey broke her gun (which she says she made herself, and types with dominant Se are typically better known for doing things than making things as far as I've heard). If a Ti user was angry enough, it would make relative sense for them to hypocritically go against their own morals and break the rules. That's not to say an Fi user couldn't act hypocritically, break rules, or both at the same time; I just think if Zora truly did have auxiliary Fi, it would take more to push her to that.
