This is evident when Hari Seldon revealed that Cleon II, the first Cleon clone, plotted to turn the Anacreons and Thespians against each other because he believed their alliance might be fatal to the empire in the future. Also, ruling a galactic empire needs a huge amount of foresight because you are basically taking the office of a god. You need to be able to look at the big picture in order to prevent rebellions and wars. As for them seeming to just want to preserve the status quo, this is because their goals have already been reached and they literally have no other planets to conquer. Think about it, the first Cleon would not have wanted to preserve the status quo. He would have wanted to conquer, rule, and expand. Since the first Cleon accomplished all his goals in building the empire, his clones are left with nothing to do but to preserve their legacy (which I think puts them on the edge and angry at Cleon I because they were robbed of a chance to achieve greatness by themselves). Even so, the clones also exhibit the touch of a visionary as it was revealed that Cleon XIII wanted to be better, smarter, and more efficient. He even plans to build something in place of the star bridge in honor of his ascended brother. If you put him in the same situation where Cleon I was at years ago before the imperium was created, he would have also wanted to disturb the current order and establish his empire. It was also revealed that Cleon XIII constantly thinks of his legacy, of how the big picture of the empire looks like at his current rule. He also seems to be protective of his brothers especially Brother Dawn whom he treats as his son, the future successor to his legacy (again thinking of the future; typical empire-building train of thought). These characteristics are typical of an ENTJ with enneagram type 8w9. Their main goal is to guard themselves against threats (like the threat of Hari Seldon), take control of their destiny and of the external world, and protect the ones they love (brothers and personal legacy), and their main fear is the loss of control and power. 8w9s generally lead with a cool head and a calm demeanor (as seen when Brother Day first met with the delegations from Thespis and Anacreon) but when 8w9s are struggling, their temper unexpectedly bursts into flames as with the case of when Brother Day scolded the mathematicians that the empire hired to disprove Hari Seldon's psychohistory because the idiots still couldn't give him an explanation despite them being given many years to work on disproving it. This makes 8w9's intimidating because they are generally cool-headed leaders (just look at how he delivered Azura's punishment; he did not need to be loud and openly aggressive because he knows even a calm face and demeanor can send shivers down her spine) but you never know when they will erupt as shown by the scene of the last episode of season 1 when Day eventually bursts after speaking with his shadow master and began to hack at the glass that contained Cleon I like a maniac.
