Grotton was a human male who served as the Governor of Desix early in the reign of the Galactic Empire. When assuming his post, he was held hostage by Governor Tawni Ames, who led the planet with the aid of her Separatist holdout. CC-2224 and CT-9904 were tasked with rescuing Governor Grotton.
