He took that piece of knowledge for granted because to him it was stupid and could not serve his own purpose + his personality to achieve what he wanted (surely he couldn't rise to power all for himself if he had felt love for other people). Killing Muggles out of personal hatred for how he was treated and abandoned by his own paternal family is Fi (also looked down on Muggles and got disappointed that his father was only a useless, filthy Muggle, not a great wizard with powerful abilities like he had hoped - suggesting Te thinking which ranks people as better and lower classes in society and looks down on the lower class vs. Fe who sees everyone as equally worthy of being respected as a basic human right). He was never actually concerned by others' problems and only cared about his own benefits. The way he said he wanted wizard rights over Muggles is not Fe social; it was only a lie to manipulate a crowd to serve his own ambition of getting to the highest position of power possible. Additionally, here's how an INFJ villain differs from an INTJ: INTJ wants power and dominance and sitting above everyone else and having everyone else serve them, while INFJ actually wants changes and benefits for the whole society at large and feels justified to do extremely cruel things in the name of a better world.
