Penney S. Azcarate (born September 1967) is a judge of the 19th Judicial Circuit in Fairfax County, Virginia. She presided over the defamation case filed by Johnny Depp against his ex-wife Amber Heard. She served four years of active duty with the United States Marine Corps. In 2008, she made history by becoming the first female chief judge of the General District Court Bench. Judge Penney Azcarate is also the person behind Virginia's novel Veteran's Treatment Docket (VTD), a specialty court designed to help veterans suffering from mental health and substance abuse issues with no prior criminal history.
