背景
The current head of the Mutsuki family, the highest-ranked of the Duodecim. Unlike the rest of the NOL, he cares more about the people than serving the government. Aside from that, in the story, he also gives the deserting Noel and Makoto a place to shelter, captures Ragna, strikes alliance with Kokonoe and later plans to bait Azrael and Tsubaki using Ragna as bait.
