I think he's an extremely healthy ISTJ, thus he can have access to virtues and functions that aren't normally associated with ISTJs. But his difficulties communicating with his ESFP son, his speeches about family or duty and his general behaviour, quiet and very serious, give away what he truly is. He's also a very spiritual man and he's capable of showing tenderness in key moments because he's a highly developed individual which makes him look like a INFJ as the show goes on. We see this when he makes his son cry with joy, sharing his beautiful optimistic dream with him. He may be my favorite characher in Twin Peaks, an extraordinary human being, just like Cooper.
