I would say 1w2 over 6w5. She seems to have a stronger desire to be morally good then to have security. 1w2 over 1w9 because she is very people focused, action oriented, and wants to help people around her more than she wants to have peace for herself (In fact, there isn't much 9 in her besides the fact that she is usually calm.). I think ISTJ works overall, but with ESTJ close behind. Te=Si because she equally wants to have large impacts on the external environment (her school) to maintain order and rely on what people have done in the past to get things done, as shown with constantly asking Misae Sagara what she did when she was president of the student council. What makes her an ISTJ is her Fi being stronger then her Ne. This is shown with one of the big reasons she became student council president was to save the cherry blossoms, which was done for a completely personal reason. She also shows basically no Ne.
