背景

He is the founder and owner of the beverage company, ToxiSoda. He is the one who is responsible of putting up false quarantine, but not infection of water supply, into the apartment in order to lock up and starve the tenants including the protagonists, Andrew and Ashley Graves, for selling the tenants' organs in operation with the hired wardens, Malcom and Dave. He's also implied that he spared Mr. and Mrs. Graves in exchange to their children for money, as well as he hired his right-hand man Mr. Washing Machine in order to eliminate the remaining tenants.
