I think he's LIE, not LSI. He's interested in social status which both types can be, but I don't think he's devout proponent of any ideology, just pragmatic and ready to do what it takes, while having poor connection to any morals or personal values. His force seems a bit weaker than Snape's, who is more proactive and even intimidating. Lucius on the other hand seems more like a calculated person, driven by ambition and success, but also more passive. He's rude, but it feels more showy and like overcompensation. He sucks up to power so much, but doesn't really radiate it.
