i think the reason leo can appear to have Fi is because of his underdeveloped Fe, especially as a second year. Fe is a function about interpersonal connections, and how you interact with people in your environment. thus, one with underdeveloped Fe will seem like someone just following their own whims (like leo), and because of this, appear to not take into account other people's feelings (leading to presumptions of lack of Fe). but this is simply because they're not mature enough (function wise or just all around personality wise) to fully understand when, where, and what types of social norms should be conformed to. i'm sure this is not news to anyone, as his second year self, hell his CURRENT self, is commonly compared to the likes of a child. but i think his Fe moments are pretty apparent when they happen, especially during his fairly obvious Si grip during checkmate, where he kind of falls back to his ISFJ shadow, as do other ENTPs during times of great stress.. honestly i'm just toying with ideas so let me know if this makes sense or not.. but somethings just telling me this man hasnt got Fi
