I can see and agree with the arguments for Si over Ni, but I'm not seeing Te-dom in the end. He just isolates himself in his lab and works alone. He conquers things less out of liking and more because he wants to be valued in the end. He obtains power, but what does he do with that? His management style is so aloof that Catra can pretty much take over the organization whilst she's his second in command. He's throughly unninterested (and somewhat helpless) in dealing with logistics and management. He just delegates and keeps doing what he does know, and he does that well. Sounds more like a Si dominant.

Hordak is a major antagonist in the Netflix original series She-Ra and the Princesses of Power, serving as the main antagonist of the first two seasons, the central antagonist of Season 3, a major antagonist in Season 4 and the secondary antagonist of Season 5. He is a "defective" clone of Horde Prime. and was the leader of the Horde forces on Etheria.
