背景
Victor Timely is an inventor, who lived in Chicago during the 19th century. Timely became an inventor, but did not achieve recognition or fame as he lacked the resources for his inventions. Ouroboros would eventually use his work to create the technology of Time Variance Authority and write the Time Variance Authority Official Handbook, acknowledging Timely as a brilliant inventor. Victor Timely lived in Chicago, Illinois during the 1860s, working as a candlemaker when he was a child.
