In my oponion if we want ti find out Mother's type we should contrast her with Father because they are the only androids in the series who show more from their personality than their program. While fater is some kind of an Si-user with autistic tendencies: he make jokes because he have to, he wants to make a good relationship with Mother because it's in his program etc., Mother think about their mission us a goal, which they should accept for the future of humanity. Her second function could be both Te and Fe but I more tend for Te because of her communicating style.
