I think the conflict happening to his character boils down to carrying out his duties/responsibilities vs following his personal convictions. He has trouble choosing between the two because their weights are similar to him, meaning that Te and Fi are likely his aux and tert functions. At the beginning, he often chose to abide rules over helping XLH, but when things reached his bottom line, he snapped and decided "screw it". I think ISTJ makes the most sense for him.
