I see why people think he's a Ti-Fe user, but I think he's definitely more Te-Fi. He's very much an 'anti-hero' as he wants to protect the community in his own way that differs from the traditional way of the Knights of Favonius. It could be seen as low Fe, but I think his value of justice is very individualized and specific to him. He doesn't neccessarily want to make matters better in a way that everyone can agree with. And, fact of the matter is, if he disagrees with the way someone is handling it, he's fixing it on his own. Remember that Fi doesn't necessarily mean that you do things for your own benefit; it simply means that you have your own moral values even in a political/general standpoint and stick to it. Te is how he values efficiency; he dislikes the way the Knights do things because they're not often very effective in his eyes. He likes taking matters into his own hands

Born into the affluent Ragnvindr Family, Diluc is the current owner of the Dawn Winery and a nobleman of high esteem in Mondstadt society. While a past incident caused him to split ways with the Knights of Favonius, he continues to protect Mondstadt in his own way.
