Vasilevs (Василевс) is the emperor of an overseas country, who rules it from Constantinople. Byzantine emperor, smug, arrogant, calculating and proud. Likes to execute and have mercy. He also has a son, Leonid. First appears in the cartoon "Ilya Muromets and Solovey the Robber", where he is the main antagonist and repeats the same role in the ninth film and, perhaps, with such a role, he was the main villain of the entire franchise.
