I think 8 over 3 because while he is ambitious, his fundamental motive for wanting power isn't to gain worth from being valued in his society but to prove that he is strong and in control. This is clear from Tigerclaw's Fury, the novella from his perspective. When he is exiled, he isn't upset because he has no importance without a Clan to achieve in and his goal of being leader is lost, he's upset because he proved himself as weak, that he lost, and comforts himself by thinking how he still has control and power over his Clan even in exile by how he has broken Bluestar and the Clan mentally. All of his thoughts are about how he has to be strong, show that pain is nothing to him, and he can have control over other cats, and he always has Thistleclaw's voice mentally in his head telling him this. There's also the aspect of how he feels he has to be strong and in control because in his childhood he was worried about being identified with his father Pinestar, who proved himself weak by leaving to be a kitty pet.
