I actually liked her character a lot or at least in the beginning before they failed her as a character. In season 1, she at least got a plotline of her own that wasn't focused on Tommy, ugh I can't stand it when the lead female of a show is just a love interest. But Grace was a double agent, she had a vendetta because of her father's death, she had agency over her own life. She was a bit of a free spirit, wanting to sing, didn't want Tommy to get hurt, she rejects the inspector's proposal and later shoots him, she shows strong morals of what she thinks is right and wrong, she actually got to do things in the first season, she killed two guys, remember? But then season 2 came along and she's married and struggling with fertility only to get pregnant by Tommy. There's nothing else for her to do in season 2 but get pregnant and be available for Tommy. How frustrating! Then season 3 remember their wedding Grace tells Polly she used to be a spy for a living, "used to" because she is just reduced to "wife and mother" character only to be a "fridged woman" and gets killed off in her last episode where she just plans a party. It was nice seeing a complex female who was torn between her duty and her feelings for Tommy but also someone who is an even bigger mystery than Tommy which is why he originally fell for her. I think she was underdeveloped no doubt about that, I would've liked to see her internal side more like when she killed the guy in the bar and just says "I didn't know I had it in me" it would've been a great moment for her character development but they don't show her adjusting or dealing with Tommy's world more. By their wedding night she says "I know business will always be on your mind" but that's what's so disappointing about her character, they give us glimpses of potential depth for her like there's more past the surface waiting to come out only for us to be left with nothing. She really deserved better like they're willing to give Lizzie more depth but didn't for Grace.
Biography
Grace Helen Shelby (née Burgess) was an Irish barmaid who took up employment at The Garrison Pub, and secretly operated as an undercover agent for the Birmingham Police. Her mission involved getting close to Thomas Shelby whom she fell in love with. He too returned the sentiment but was heartbroken when he discovered her treachery. Having left for New York, Grace returns mid-way through 1922, married to an American, but when she reunited with Thomas, it was clear their prior feelings have not dissipated. The somewhat awkward reunion easily culminated into a brief tryst which led to Grace's pregnancy. She married Thomas sometime in 1924, following her first husband's suicide.
