Every time someone proposes a new idea, he clinges onto his, which are most of the time based on the old traditions, classics etc. Also in The Burning God, when they were checking if the food was poisoned, they used a dog which was smiliar to the ones he used to had, ot reminded of him and when the dog started dying he wanted to save it. And no, Kitay is not animal activist, in Dragon Republic he was testing Rin's fire range he didnt cared about all the animals she burned.
