Precursor of fascism. He was resposible for the most flashy aspects of this ideology such as parades, "Roman" salute and balcony adresses. He advocated for conquest and vitality but it was about projecting power for power's sake and a way for an individual to express himself, which reeks of Se-Fi. I fail to see in him high Te focused of effectiveness, objective data or clear systems. His strong desire for uniqueness and disrespect for people without this lust for life strongly indicate Fi on higher position than inferior. Mussolini is typed as ESFP, so why won't he when they're so similar?
