there's no way he has high Ti or Ne. he's tend to use Si>Fe after he comeback to his sense. he is a soft spoken and a listener, not just bcs of choji, but that is his natural. he's using Ti/Ne in forcing and negative way. that is his way to figure out about choji's problem and maintaining choji's position in shishitoren. since it revealed (togame's story), I never think about he's being Ti/Ne at all. he is ISFJ, for sure.
