I get why some would think of him as a 1 due to his fixation on keeping things orderly and "right" but I believe he's a very strong representation of the self-preservation E3 instead. I don't see his fixation on order coming from him seeking <moral> perfection but rather it coming from a need to fully identify with his social role, to behave in a way that is expected from him and make others behave accordingly as well. Not because he views it as morally right per se but simply because that's "how it's gotta be", that's how things stay orderly and everything naturally works out, is secure etc. It's not often that he actually thinks about the morality of the situation and if what he's doing (or what others are doing) is morally good or bad, nor does judgement according to a sense of justice play a large role in his character, not until much later at least. To him, it all just comes down to what is viewed as valuable, useful and good by society. For a long time he's rather apathetic towards justice. I'm guessing the reason why there are so many E3 votes to begin with is because of his immense arrogance and tendency to manipulate others. These might be superficial reasons to type somebody as an E3 by themselves (and 1s can after all also potentially be quite arrogant and manipulative) but they shouldn't be ignored. His arrogance and pride are primarily connected to how he views himself regarding his social role, not to moral superiority. He's powerful, competent, composed, keeps things controlled and makes sure the hierarchy remains undisturbed (until John), exactly the kind of King that society values and wants him to be. And he makes sure that everyone knows that his school is "top-tier", the most powerful, the most orderly etc. where everyone knows their place. Even when he isn't officially King anymore (which obviously strongly bothers him for a long time), he simply adapts to his new social role in the hierarchy he so values. Throwing a fit because he lost his position would be "shameful", so he stays composed and continues to do what is expected of him.
