Definitely some kind of twisted xSTJ. I'm going with ESTJ > ISTJ, it seems like his decisions are solely based on external structures & rules (Te), instead of a personal moral compass. You can see the Fi tidlewave after he executes his daughter, internalizing his feelings, falling into sudden despair & questioning his actions. His Ne manifest as constant Paranoia about the hybrid child threatening the Te-Si efficient structure that's been in place for centuries & the loyalty of his soldiers.
