Probably ENTJ, since he's the "evil conqueror who wants to rule over everything and doesn't give a shit about others" type, but his sadistic side and hatred of idealism seems more like a ExTP thing. Still probably ENTJ though, but maybe with an ExTP aftertaste.
Biografie
Dr. Weil is a terrifying mad scientist. He once proposed Project Elpizo, a program to control all Reploids, but X rejected it. Weil then corrupted the Mother Elf into the Dark Elf and caused the Elf Wars, all to justify Project Elpizo. Once he was defeated, he was made a cyborg and exiled. However, he has since returned with plans to rule Neo Arcadia. #CompleteMonster
