I think he's not really Ti valuing. Of course, he's pretty oblivious to the more 'human' side of peace, but he's mainly Se using, not Fi opposing. His conclusions and emphasis on Se are still rather integrity and honour-based rather than something logically idealistic. He's definitely Fi valuing, and the aspects of Fi do happen to be his main goal too but he achieves them strictly by action. I can see a Normalizing ESI-2Se being as such, especially since Fi in that case would mostly be what the preferred subtype serves, and honestly Se serving Fi can be quite chaotic. SLE doesn't work because Fi PoLR, and LSI (even works against SLE) because he isn't as logically bound towards what his actions serve. His very premise is that of a super-soldier lost in the echo of action.
